I don't use either of those applications. I am running through the list of your suggestions. I'm getting access is denied. Windows explorer is stopped, running in cmd prompt with admin privs.
I only have one user account, btw. Thoughts on how to delete them? I only have firefox running and the cmd prompt window. Oops, lots of background processes including OneDrive!?!? They might be in use, thats why, try booting into Safe Mode to see if it works. Log out and go to the sign in screen.
